碳中和背景下北方越冬农作物生态补偿制度构建研究

Research on the Construction of Ecological Compensation System for Winter Crops in Northern China under the Background of Carbon Neutrality

随着当今社会经济的快速发展,农业经济发展上面临着资源短缺、环境污染等相关环境问题,北方越冬农作物生态补偿机制已经成为环境治理的方式。除此之外,我国广泛关注农作物生态补偿制度方面的问题研究。从农作物生态补偿制度的价值出发,追本溯源阐述北方越冬农作物生态补偿制度的理论基础,进而更充分探究北方越冬农作物生态补偿制度的法律问题,并针对相应的问题而提出具有针对性的对策。在全球变暖的背景下,基于碳中和目标的实现,亟待建立起北方越冬农作物生态补偿制度。

With the rapid development of today’s society and economy,agricultural economic development is faced with related environmental problems such as resource shortages and environmental pollution.The ecological compensation mechanism for winter crops in the north has become a way of environmental governance.In addition,my country pays extensive attention to the research on crop ecological compensation system.Starting from the value of the crop ecological compensation system,this paper traces the origin to expound the theoretical basis of the northern wintering crop ecological compensation system,and then more fully explores the legal issues of the northern wintering crop ecological compensation system,and proposes targeted countermeasures for the corresponding problems.In the context of global warming,based on the realization of the carbon neutrality goal,it is urgent to establish an ecological compensation system for winter crops in the north.
