深化高校共青团改革的路径研究

Study on the pathways for further reform of the Communist Youth League of colleges

在适应国家治理体系与治理能力现代化改革总目标基础上,新时代共青团同时聚焦“问题性治理与创新”和“结构性治理与创新”深化改革,在不断检视改革实践的过程中持续推进改革进程。以共青团中央、教育部联合印发的《高校共青团改革实施方案》以及五所早期落实改革部署高校的校级改革方案文本为研究对象,分析发现:高校共青团改革呈现为团青关系“供给—需求”的动态平衡,改革对策是高校共青团组织、联系、服务青年并为其提供相应的体制机制以及项目活动。在现代化治理视角下,高校共青团改革呈现为“问题性治理与创新”及“结构性治理与创新”相结合的路径体系。

With focuses both on the problematic and structural governance and innovation, the Communist Youth League reform adapts to the final goal of the modernization of China’s governance system and capacity as examining the reformational issues therein as pushing forward the reform progress. The study was based on the textual analysis on the Implementation Plan of the College Youth League jointly issued by the Communist Youth League and the Ministry of Education, and the corresponding plans of five colleges which advanced college youth league reform earlier than others. The study shows that the college youth league reform was demonstrated as the dynamic balancing of relations between the youth needs and their supply system that the Communist Youth League could provide. With center on this balance and countermeasures from both problematic and structural thinking, the pathways for further reform would be followed.
