既有建筑绿色改造市场监管模式变革与实施路径研究综述

Research review of the reform and implementation path of the market supervision model for the green renovation of existing buildings

既有建筑绿色改造是完成节能减排目标的重要举措,也是建设“资源节约型、环境友好型社会”的重要途径。基于市场运行视角,从法规体系、激励政策、合同能源管理模式、市场自治、示范工程等方面分析了国内外既有建筑节能改造实践特征,从风险管理、EPC模式推广策略、主体信任关系、主体行为策略、激励机制、政府监管机制等方面概括了国内外既有建筑节能改造市场运行理论。考虑既有建筑绿色改造具有的改造过程和内容的整体集成性、改造目标的多样综合性和主体间利益关系的层级复杂性等特殊性,论证了既有建筑绿色改造市场监管模式变革与实施路径研究的必要性和价值性。

Green transformation of existing buildings is an important measure to achieve the goal of energy conservation and emission reduction,it is also an important way to build"resource-conserving and environment-friendly society".Based on the perspective of market operation,this paper analyzed the practical characteristics of energy-saving reconstruction of existing buildings at home and abroad from the aspects of laws and regulations,incentive policies,energy management contract mode,market autonomy,demonstration projects.From the aspects of risk management,EPC mode promotion strategy,subject trust relationship,subject behavior strategy,incentive mechanism and government supervision mechanism,this paper summarized the existing market operation theory of building energy-saving transformation at home and abroad.Considering the particularity of the green transformation of existing buildings,such as the overall integration of the transformation process and content,the diversity and comprehensiveness of the transformation objectives and the complexity of the interest relationship between the main bodies,This paper demonstrated the necessity and value of the research on the reform and implementation path of the existing building green transformation market supervision mode.
