高质量特殊教育发展的基本内涵、时代特征与发展路径 被引量:8

摘要 “十四五”期间乃至到2035年,高质量将成为我国教育现代化的重要表针,也是社会现代化的基础性支撑。高质量特殊教育是高质量教育的重要组成部分,既包括作为现代化结果体现出来的静态目标的达成表现,也包括作为现代化进程体现出来的动态演进历程。其基本特征包括:定位的公益普惠性、发展结果的优质均衡性、教育安置的动态适应性和学生培养的全面发展性。促进高质量特殊教育发展,要进一步提高特殊教育普及程度,推进融合教育不断发展,加强特教师资队伍建设,完善特殊教育保障机制。 During the 14th Five-Year Plan period and even until 2035,high quality has become an important indicator of China’s educational modernization and the basic support for social modernization.High-quality special education is an important component of high-quality education,which includes both the achievement of static goals as a result of modernization,and the dynamic evolution as a process of modernization.Its basic characteristics include the public welfare and inclusiveness of positioning,the high-quality balance of development results,the dynamic adaptability of educational placement,and the comprehensive development of student training.To promote the development of high-quality special education,it is necessary to further improve the popularization of special education,promote the continuous development of integrated education,strengthen the construction of special teaching staff,and improve the special education guarantee mechanism.
