奥运战略是我国竞技体育成功实现“赶超”增长的战略支撑。当前我国正处于以新时代特色社会主义思想为指导,以全面实现治理体系和治理能力现代化为主线的社会转型期,继续实施奥运战略是持续推进竞技体育发展的关键。包容性发展理念为奥运战略的改革创新提供了新的战略思路。基于包容性发展理念下的奥运战略创新实施模式,应确立以推动竞技体育可持续,提升竞技体育整体实力为战略目标,以统筹兼顾为基本工作方针,实现竞技体育的内部均衡协调发展,以政府体育职能部门、市场企业、社会体育组织为发展主体,建立兼顾多元主体利益的利益协调机制,将以人为本、全面发展贯穿于竞技体育人才培养,实施多元目标追求的竞赛组织治理体系,以促进实现竞技体育治理体系和治理能力现代化。

The Olympic strategy is the strategic support for China's competitive sports to successfully achieve“catch-up”growth.At present,China is in a social transition period under the guidance of socialism with new era characteristics and with the modernization of governance system and governance capacity as the main line.To continue to implement the Olympic strategy is the key to continuously promote the development of competitive sports.The concept of inclusive development provides a new strategic idea for the reform and innovation of Olympic strategy.Based on the concept of inclusive development under the Olympic strategic innovation implementation mode,it should be established to promote sustainable competitive sports,enhance the overall strength of competitive sports as a strategic goal,with overall consideration of the basic work principle,achieve the internal balance of coordinated development of competitive sports,sports government functional departments,market enterprises,social sports organizations for the development of the main body.We should establish an interest coordination mechanism that takes into account the interests of multiple subjects,put people first and all-round development throughout the training of competitive sports talents,and implement a competition organization and governance system that pursues multiple goals,so as to promote the modernization of competitive sports governance system and governance capacity.
