体教融合背景下政府购买体育公共服务进校园的问题审视和优化策略

The issue examination and optimization strategy forthe government’s purchase of sports public service on campus under the background of the integration with physical education and cultural education

通过政府购买体育公共服务的方式为青少年学生提供相关服务,是当前体教融合深化学校体育改革、促进青少年身心全面发展的重要手段之一。采用文献资料法、专家访谈法、实地调查法对我国政府购买体育公共服务进校园进行审视,借鉴国外政府购买体育公共服务的经验,探索我国政府购买体育公共服务的优化路径。研究认为,当前我国政府购买体育公共服务进校园过程中存在购买体育公共服务流程不完善、主导资源整合机构缺乏、社会体育组织服务低能以及针对性法规缺失等问题。建议政府在购买体育公共服务进校园时应做到:多方式优化购买体育公共服务流程、政府主导构建新型合作平台、引导社会体育组织服务契合学校需求、构建持久发展的法律法规保护机制。

It is an important means to promote the all-round development of adolescent body and mind,and also to deepen the reform of school physical education through the integration of physical education and cultural education through the way of the government purchasing sports public service to supply relevant service for adolescent students.By means of literature review,expert interview and field investigation,this paper examines the purchase of sports public services by Chinese government on campus,and by learning from the foreign governments in purchasing sports public services to explore the optimal path for Chinese government to purchase sports public service.The research indicates that there are some problems in the process of Chinese government in purchase sports service on campus,such as the inadequate process of purchasing sports service,the lack of leading resource integration institutions,the low serve capacity of social sports organizations and the lack of relevant laws and regulations.It is suggested that the government should carry out the following measures as soon as possible:1)optimizing the process of purchasing sports services in multiple ways;2)building a new cooperation platform led by government;3)guiding sports organization services to meet school needs;4)establishing legal and regulatory protection mechanisms for sustainable development.
