澳大利亚智库对“数字丝绸之路”倡议的认知评析

A Critical Assessment of Australian Think Tanks'Perception of the"Digital Silk Road"Initiative

[研究目的]研究澳大利亚智库对“数字丝绸之路”的认知,有助于研判澳对该倡议的政策决策方向,为中国“数字丝绸之路”的行稳致远提供启示。[研究方法]研究选取澳大利亚5家智库的16篇代表性文献为研究样本,梳理分析澳大利亚主流智库对“数字丝绸之路”意图和影响的认知及其背后的动因与产生的影响。[研究结论]澳大利亚领衔的QUAD技术网络与“数字丝绸之路”形成竞争,因此澳大利亚对“数字丝绸之路”倡议的认知以负面为主,与美国等盟友保持高度一致,部分认知与意识形态挂钩,试图建立“技术民主”话语体系。我国应辩证理性地看待澳大利亚智库的认知,在持续提升中国市场吸引力与中国数字经济竞争力的基础上,与沿线国家建立更紧密的互信关系,加强中国特色新型智库建设,增强中国智库国际传播能力与公共外交能力,积极倡导“人类命运共同体”观念,强化“数字丝绸之路”国际话语体系建设。

[Research purpose]Studying the perception of Australian think tanks on the"Digital Silk Road"is helpful to assess the decision-making of Australia government on this initiative and provide enlightenment for the smooth progress of China's"Digital Silk Road".[Research method]This study selects 16 representative documents from 5 Australian think tanks as research samples,and then combs and analyzes the main perception of Australian mainstream think tanks on the intention and influence of the"Digital Silk Road",as well as their motivation and influence behind it.[Research conclusion]The technical network of the QUAD countries led by Australia is competing with the"Digital Silk Road"initiative,and therefore Australia's perception of the"Digital Silk Road"initiative is mainly negative,which is highly consistent with that of the United States and its allies.Besides,some perceptions are linked with ideology conflict,trying to establish a discourse system of"technological democracy"to hedge China's"Digital Silk Road"initiative.China should deal with the perception of Australian think tanks dialectically and rationally,establish closer mutual trust with countries along the Road on the basis of continuously improving the attractiveness of China's market and the competitiveness of China's digital economy,strengthen the construction of new-type think tanks with Chinese characteristics,enhance the international communication and public diplomacy capabilities of Chinese think tanks,actively advocate the concept of community with a shared future for mankind,strengthen the construction of international discourse system of"Digital Silk Road".
