国有企业发展养老产业的模式创新研究

Research on the Innovation of State-owned Enterprises’Models for Developing Elderly Care Industry

新冠疫情背景下,国有企业作为国家经济发展的顶梁柱、压舱石,在惠国利民的养老产业中肩负着中流砥柱的作用。虽然在国家强力政策支持及社会老龄化程度加深的双重推动下,养老产业规模不断壮大,逐渐实现市场化、多元化、多产业联动,产业链条不断完善。但是大部分养老机构存在政策利用不充分、产业布局不科学、市场定位不清晰、盈利模式不可行、项目回报极低等问题,需要外界长期输血才能存活。针对上述问题,国有企业可以通过完善项目投前顶层设计,充分利用国家支持政策,借助地方政府、代建公司、营销团队等资源,采用创新养老运营模式,从轻、重资产两方面尝试解决。

In the COVID-19,state-owned enterprises(SOEs),as the pillar and foundation of national economic development,are playing the role of the mainstay in the elderly care industry which benefi ts the country and its people.Although the scale of the elderly care industry is growing and gradually realizing market-oriented,diversifi ed,and multi-industry linkage,and the industrial chain is improving under the dual promotion of strong national policy support and the deepening of social aging,most elderly care institutions have problems such as insuffi cient policy utilization,unscientifi c industrial layout,unclear market positioning,unfeasible profit models,and extremely low project returns,and need long-term support from the outside to survive.To address the problems above,SOEs can improve the top-level design of projects before investment,make full use of national support policies,leverage resources such as local governments,agency construction companies,and marketing teams,and adopt innovative operation models for the elderly care industry to try to solve the problem from light and heavy assets.
