农村公路规划与执行多维评价方法研究

Multidimensional Evaluation Method of Rural Highway Planning and Implementation

新农村公路的建设与发展需要更加科学更为合理的评价指标进行衡量与指导,针对当前我国农村公路规划与执行评价指标不全、框架不整等问题,提出了面向农村公路规划与执行的多维度评价概念.以变异系数-重要度筛选模型为基础,确立了农村公路规划与执行多维评价指标体系,明确了农村公路规划与执行评价指标体系.考虑多维联系数基于拉开档次法建立了农村公路规划与执行组合评价方法.最后以河南省“四好农村路”建设过程为例,以规划与执行为维度划分依据,通过多维评价指标的筛选确立了河南省“四好农村路”规划与执行多维评价指标体系,然后从规划、实施和保障三个维度对河南省“四好农村路”规划与执行过程进行了综合评价.

The construction and development of new rural roads need to be measured and guided by more scientific and reasonable performance evaluation indicators.Aiming at problems such as the lack of performance evaluation indicators for rural roads and the incomplete system,the concept of multidimensional evaluation for rural road planning and execution is proposed.Based on the screening model of variation coefficient-importance,the multidimensional evaluation index system of rural highway planning and implementation is established,and the evaluation index system of rural highway planning and implementation is defined.A combined evaluation method of rural highway planning and implementation is established based on multi dimensional connection number and scatter degree method.Finally,taking the construction process of“four-good rural road”in Henan Province as an example,the dimension division is based on planning and implementation.Through the selection of multi dimensional evaluation indexes,the multi dimensional evaluation index system for the planning and implementation of“four-good rural road”in Henan Province is established.The comprehensive evaluation on the planning and implementation process of“four good rural roads”in Henan Province is carried out from three dimensions of planning,implementation and guarantee.
