高校平安校园建设中警校联动机制优化研究

Optimization of Cooperation Mechanism between Police and Universities in Constructing Safe Campuses

警校联动是高校创建平安校园的现实诉求和必然趋势。针对警校联动在协同机制、技防体系、联动领域及联动重心等层面存在的问题,提出优化警校联动的五大策略:加强联动整合,优化警校协同机制;提升智慧水平,融合警校技防体系;推进系统治理,拓宽警校联动领域;坚持统筹治理,优化警校联动资源;坚持依法治理,提升警校联动法治化。

Cooperation between police and higher education institutions has its realistic needs and is necessary in constructing safe campuses.In response to the problems in cooperation mechanism,technical prevention system,cooperation fields and focuses,this study puts forward five strategies to optimize their cooperation.They are a stronger integration of cooperation with a better mechanism,a higher smart level with integrating technical prevention system in police and higher education institutions,the promotion of systematic governance with a broader cooperation fields,an integrated governance with a better cooperation resource,and a higher level of law based cooperation between police and colleges and universities.
