数字经济对区域创新效率的空间溢出效应研究--基于要素市场化配置视角

Spatial Spillover Effects of Digital Economy on Regional Innovation Efficiency:a Perspective of Market-Based Allocation of Factors

本文基于2010-2019年我国30个省份面板数据,利用面板熵权法、三阶段DEA方法以及空间计量模型,考察了空间关联视角下数字经济发展与要素市场化配置对区域创新效率的影响效应与传导机制。研究发现:各省份数字经济发展与要素市场化配置均存在正向的空间相关性和空间溢出效应;数字经济发展能够对区域创新效率产生显著的正向影响;从全国层面看,数字经济发展通过完善要素市场化配置、提升要素配置效率以带动区域创新效率提升;从区域层面看,数字经济发展能够有效畅通东中部地区要素配置和循环通道,形成“集聚-优化-再集聚”的良性循环,但对西部地区要素市场化配置有负向影响,进而导致区域创新效率差距不断扩大。本文建议,充分利用数字经济发展带来的要素市场活力与空间溢出效应,加强区域间创新合作,构建数字创新生态体系,因地制宜采取区域差异化发展战略。

Based on the panel data of 30 provinces in China from 2010 to 2019,we empirically investigated the influence mechanism about the effect of digital economy development and market-oriented allocation of factors on regional innovation efficiency from the perspective of spatial correlation by using the panel entropy weighting method,three-stage DEA method and spatial econometric model.This study finds that:there are positive spatial correlations and spatial spillovers between digital economy development and market-oriented allocation of factors in all regions;digital economy development can have significant positive effects on regional innovation efficiency;from the national level,the development of digital economy improves regional innovation efficiency by improving the market-oriented allocation of factors and enhancing the efficiency of allocation of factors;from the regional level,the development of digital economy can effectively smooth allocation of factors and channels of circulation in eastern and central regions,forming a virtuous cycle of“aggregation-optimization-reaggregation”,but it has a negative impact on the market-oriented allocation of factors in the western region,indirectly widening the gap of regional innovation efficiency.This paper suggests to make full use of the factor market vitality and space brought about by the development of digital economy to lift the effect,strengthen regional innovation cooperation,build a digital innovation ecosystem,and adopt regional differentiated development strategies according to local conditions.
