构建黄河流域水网的思考

Thoughts on construction of water network in the Yellow River Basin

加快构建黄河流域水网是实现黄河流域生态保护和高质量发展的有效手段。目前黄河流域已基本形成了由河流和供水工程组成的水网布局,对供水安全起到了重要作用,但仍没彻底解决黄河流域水资源不足、调控能力差、水资源配置不均衡等问题。阐述了构建黄河流域水网的背景和内涵,分析了构建黄河流域水网面临的问题,提出了构建黄河流域水网的措施。在国家水网构建框架下,黄河流域水网将形成以黄河干流、南水北调西线工程为纲,以支流和供水工程为目,以干流7大骨干水利枢纽工程为结的布局。黄河流域水网对于实现流域水资源空间均衡配置,构建流域社会经济空间均衡发展新格局具有十分重要的战略意义。

Speeding up the construction of water network in the Yellow River Basin is an effective means to realize ecological protection and high-quality development in the Yellow River Basin.At present,the Yellow River Basin has basically formed a water network layout composed of rivers and water supply projects,which has played an important role in water supply safety,but it has not completely solved the problems of insufficient water resources,poor regulation and control capacity,unbalanced allocation of water resources,etc.This paper expounds the background and connotation of the construction of water network in the Yellow River Basin,analyzes the problems faced by the construction of water network in the Yellow River Basin,and proposes the measures for the construction of water network in the Yellow River Basin.Under the framework of national water network construction,the water network in the Yellow River Basin will form a water network layout in the Yellow River basin with the main stream of the Yellow River and the west line project of South-to-North Water Transfer as the outline,the tributaries and water supply projects as the goal,and the seven key water conservancy projects in the main stream as the knot.The water network in the Yellow River Basin is of great strategic significance for realizing the spatial balanced allocation of water resources and building a new pattern of spatial balanced development of social economy in the basin.
