摘要
自2016年后,美国将与中国的竞争放到了战略议程的重要位置,而科技与经济领域成了主要的侧重点。本文将以五眼联盟为研究对象,探讨美国如何塑造英国、澳大利亚、新西兰以及加拿大等同盟国在限制华为5G项目的政策选择。本文发现在美国的战略议题发生转变后,其盟国也相应地做出了调整,在不同程度上配合美国,这说明美国有较强的塑造盟友政策的能力。美国的盟友基于成本-收益调整政策是其在应对华为5G项目的主要动因,这其中与美国存在相应的讨价还价,而美国也会依据这些盟国的战略价值,进行相应的回应,使其配合主要的战略议程。
Since 2016, the United States has reset the competition with China, raising science, technology and economic fields as the priorities on its security agenda. Accordingly, the US has shaped the foreign policies of its allies in accordance with its strategic objectives. This paper will take the Five Eyes Alliance as the research objective to explore how the United States influences the policy choices of the four members,including the UK, Australia, New Zealand and Canada, on restricting the Huawei’s 5G programme. This paper finds that all of the alliance members, across different levels, cope with the United States to ban the Huawei’s 5G programme. For these states, the costs and benefits are the main consideration, which lead to the bargaining process with the United States on this issue. In return, the United States would consider the strategic value of these states and respond to them in order to make them support its strategic agenda.
