印度和法国战略伙伴关系的新动向、动因与前景分析

Analysis of the New Trends,Motivations and Prospects of the Strategic Partnership between India and France

2018年以来,印度和法国战略伙伴关系出现了一些新动向,两国延续并深化了在军事、经贸等领域上的长期合作,而且双边战略合作进一步扩展到太空、新能源、反恐、网络安全、印度洋区域治理等新领域。法国为了推进“印太战略”和维护海外领土的安全需要加强与印度的合作,印度则希望通过加强与法国的合作保障自己在印度洋地区的战略利益并加强自身与欧盟的关系。此外,印度和法国在美国“印太战略”、中国崛起、国际秩序格局的深刻变化等问题上有着相同的战略认知。因此,印法双边关系的深化符合两国的战略利益,这也为未来两国继续深化双边甚至多边合作奠定了基础。但是印度和法国在战略重心、对华战略认知上存在着一定的分歧,印度当前的外交战略与军事战略将对印法双边关系的深化形成一定的制约。

Since 2018, there have been new trends in the strategic partnership between India and France.The two countries have continued and deepened their long-term cooperation in military, economic and trade fields, and the bilateral strategic cooperation has been further extended to new themes such as space, new energy, counter-terrorism, cyber security and Indian Ocean regional governance. It is important for France to keep its cooperation with India and thus to achieve its Indo-Pacific strategy. India hopes to strengthen its cooperation with France to protect its strategic interests in the Indian Ocean region and strengthen its relationship with the European Union. In addition, India and France have the same strategic understanding on the issues such as the U.S. Indo-Pacific Strategy, the rise of China and the profound changes in the international order and structure. Therefore, the deepening of the bilateral relations between India and France is in line with the strategies of the two countries. This also lays the foundation for the two countries to continue to deepen bilateral and even multilateral cooperation. However, India and France have differences in their strategic focuses and their understandings of China’s strategy. India’s current diplomatic and military strategies will restrict the deepening of the bilateral relations between India and France.
