广东星创天地创新能力评价体系构建与实证

Construction and Demonstration of Innovation Ability Evaluation System of Guangdong Star Creation World(Xingchuang Tiandi)

针对星创天地创新能力评价现有文献较少、指标体系不完善、实证分析缺乏等问题,基于农业农村创新创业特征和发展内涵,以广东星创天地为研究对象,从创新环境、创新投入、创新绩效和创新潜力4个维度探索构建包含20个指标的创新能力评价指标体系,结合专家打分法和变异系数法确定各指标权重,计算各星创天地得分,并通过计算全国“双创”标杆星创天地创新能力得分验证该评价指标体系的适用性。结果表明:广东星创天地创新发展中,农业科研机构和龙头企业表现突出,3个梯队星创天地之间的差距较大,创新能力强的多集中分布于珠三角核心区,北部生态发展区星创天地在新增创业企业、新产品销售收入、科技产出、研发投入等方面表现不佳,东西两翼星创天地呈现数量少、布局分散的区位特征。根据评价结果,提出完善扶持政策体系、建设星创天地创新驿站、整合社会多元化资金参与等推动广东星创天地发展的对策建议。

In view of the problems of lacking existing literature and empirical analysis,as well as imperfect index system in the evaluation of innovation capability of star creation world(Xingchuang Tiandi),based on agricultural characteristics and development connotations in rural regions,taking Xingchuang Tiandi in Guangdong as samples,this paper constructs an evaluation index system consisted of 20 indicators from four dimensions of innovation environment,investment,performance and potential,and determines the weight of each index through expert scoring method and coefficient of variation method,so as to calculate the score of each Xingchuang Tiandi,and verifies the applicability of the evaluation index system by calculating the innovation capability score of the national"double creation"benchmark Xingchuang Tiandi.The results show that:Guangdong agricultural technological institutes and leading enterprises have prominent performance,the gap among three echelons of Xingchuang Tiandi is large,which with high innovation capacity mostly distribute in the core Pearl River Delta regions,while those of in the northern ecological development zone perform poorly in terms of new start-up enterprises,sales revenue of new products,scientific and technological output,and R&D investment,besides,the east and west wings of the coastal economic belt show the characteristics of small number and scattered layout.According to the evaluation results,the paper puts forward some countermeasures and suggestions to promote the development of Guangdong Xingchuang Tiandi,such as improving the support policy system,building a Xingchuang Tiandi innovation station,and integrating the participation of social diversification funds.
