摘要
针对电力行业相关主体制定电力转型发展路径面临领域广、内容多、可比性弱、协同难度大等短板问题,为构建以新能源为主体的新型电力系统提供转型路径分析与标准化解决方案模型的理论支撑,以电力行业内外部主体的行动方案为依据,提出基于专家评判法的关键词聚类分析方法,从供给侧、电网侧、消费侧和体制机制全环节的多维度拆解分析,实现电力转型核心要素提取,基于此给出被动赋能体系向主动使能体系过渡的电力转型发展路径分析,构建“双碳”目标下电力低碳转型标准化模型,并根据分析给出打造梯度化赋能体系、推动能源互联网升级、建立多方协同互动机制和认证机制等建议,为推动我国实现“双碳”动态治理模式、确保如期完成“双碳”目标任务提供参考。
The proposal of transformation and development path of power sector related objects is faced with difficulties,such as broad field diversity,content complex,weak comparability and difficult to coordinate.In order to provide theoretical support for the transformation path analysis and standardized solution model for the construction of a new power system with renewable as the main body,in accordance with the published action proposals of the internal and external entities of the power sector,keyword cluster analysis is implemented with proposed cluster method by using expert judgment,and a multi-dimensional dismantling analysis of the entire link of supply-gird-consumptioninstitutional mechanism is carried out,thereby the extraction of core elements of electric power transformation is obtained.Based on the above results,this paper gives an analysis of the development path of electric power transformation from the passive empowerment system to the active enabling system.Moreover,the paper analyzes and gives some suggestions on building the gradient empowerment system,promoting the upgrade of energy Internet,establishing multi-party collaborative interaction mechanism and certification mechanism,and so on,to promote China to achieve the"dual carbon"dynamic governance model,and ensure the completion of the"dual carbon"target task on schedule.
