摘要
奥地利在终身学习战略指引下,由国家劳动就业服务局以PPP模式发起“系统能力”项目,对仅完成义务教育的低技能人员和失业者提供基于非正规和非正式学习的模块化培训,帮助他们在提升职业能力后能进入或重返职场,进而提高社会就业率。“系统能力”项目培养模式高效、灵活、透明,采取全过程、组合式能力验证策略,倡导能力导向下教师与教法有机融合。借鉴该项目优势,我国高职扩招后非传统生源的培养可通过创新合作办学,提高治理效能;改革培养模式,增强职业适应性;开展先前学习认定,界定再教育起点;提升师资综合能力,优化教学方法等措施,助力该群体“技能+学历”的双提升,从而实现更高质量就业。
Under the guidance of the lifelong learning strategy,AMS in Austria launches the"Kompetenz Mit System"project in the PPP mode to provide modular training based on non-formal and informal learning for low-skilled and unemployed people who have only completed compulsory education to help them enter or return to the workplace after vocational improvement,and increase the social employment rate.Efficient,flexible and transparent training mode of this project adopts the whole process and combined ability verification strategy,and advocates the organic integration of teachers and teaching methods based on capability guidance.From this project,the training of non-traditional students with the expansion of higher vocational education in our country can be innovated by the cooperation of school-running to improve governance efficiency;by reforming the training model to enhance career adaptability;by carrying out prior learning identification to define the starting point for re-education;by improving the comprehensive capability of teachers to optimize teaching methods to help the improvement of"skills+education"and to promote higher-quality employment ultimately.
