技术升级背景下农村阅读服务的碎片化困境及其治理——基于两个案例的考察

The Fragmentation Dilemma of Rural Reading Service and Its Governance Under the Background of Technological Upgrading-An Investigation Based on Two Cases

信息技术被视为碎片化治理的重要工具,但基于政府主导型与多元集成型两种数字化建设模式的案例研究表明,目前农村阅读服务的数字化建设仅在表层和有限程度上缓解服务供给的碎片化问题。在制度变迁滞后和技术变革陷入路径依赖的交互影响下,农村阅读服务在运行机制、技术体系和价值目标上面临更深层的、固化的结构性缝隙。应结合整体性治理与网络化治理的优势,从制度和技术两个层面探求农村阅读服务碎片化问题的治理之策。

Information technology is regarded as an important tool for fragmentation governance.However,two cases based on digital construction modes of the governmentled and multiintegrated show that the current digital construction of the rural reading service only alleviates the fragmentation of service supply on the surface and to a limited extent.Under the interactive influence of the lagging institutional change and technological path dependence,rural reading service faces deeper and solidified structural gaps in the operating mechanism,technical system and value goals.The governance strategy of rural reading service fragmentation shall be explored in both institution and technology,combined with the advantages of holistic governance and network governance.
