摘要
2020年新冠肺炎防控过程反映出基层医疗卫生系统存在信息沟通不足、衔接不畅等问题。家庭医生、互联网+家庭医生治理效能的提升是突发公共卫生事件治理的后备支撑。需引起注意的是,现行家庭医生及互联网+家庭医生治理尚存在诸多问题。因此,应坚决将法治树立为首要治理理念;建立家庭医生及互联网+家庭医生利益相关者协同治理模式;明确家庭医生现阶段在公共卫生事业的基础性定位,并通过医联体构建、远程医疗协作网络建设逐步提升其诊疗服务综合能力;丰富家庭医生服务评价指标体系,引入大数据、AI技术进行智能评价,加大报酬支付力度及责任风险转移力度;增加家庭医生及互联网+家庭医生参与基层突发公共卫生事件应急管理体制的深度、广度。
The COVID-19 prevention and control process in 2020 reflected the problems of insufficient information communication and poor connection in the primary health care system.The improvement of governance effectiveness of family doctors and Internet+family doctors is a backup support for the management of public health emergencies,which still had many problems.Therefore,it is necessary to firmly establish the rule of law as the primary governance concept,develop a cooperative governance model of family doctors and Internet+family doctors’stakeholders,clarify the basic position of family doctors in public health undertakings at the present stage,gradually improve their comprehensive capacity of diagnosis and treatment services through the construction of medical alliance and telemedicine cooperative network,enrich the evaluation index system of family doctor services,introduce big data and AI technology for intelligent evaluation,increase the compensation payment and responsibility risk transfer,and improve the depth and breadth of participation of family doctors and Internet Plus family doctors in the emergency management system for public health emergencies at the community level.
