摘要
精准性不足是政府绩效评估面临的现实问题,阻滞了政府绩效评估的有效性和可持续性。研究表明,政府绩效评估精准性经由评估指标设计精准、评估数据精准、评估结果精准、评估归因精准、评估成果利用精准的全流程渐次生成。传统政府绩效评估的精准性损失弥散地分布于评估全过程当中,无法精准认知和改进政府组织的绩效。而大数据的思维、资源和方法技术与政府绩效评估的认知对象更加匹配,可以成为政府绩效评估精准性重塑的治理工具,其重塑的路径在于将大数据全流程地嵌入绩效评估体系。大数据嵌入政府绩效评估转型,代表着一种行将勃兴的不同于传统政府绩效评估的绩效认知与实践新范式。
The lack of accuracy is a practical problem faced by government performance evaluation,which hinders its effectiveness and sustainability.The research shows that the accuracy of government performance evaluation is gradually generated through the whole process of accurate design of evaluation indicators,accurate evaluation data,accurate evaluation results,accurate evaluation attribution and accurate use of evaluation results.The accuracy loss of traditional government performance evaluation is distributed in the whole process of evaluation,and it is unable to accurately recognize and improve the performance of government organizations.The thinking,resources,methods and technologies of big data are more in line with the cognitive objects of government performance evaluation,and big data thus can become a governance tool to reshape the accuracy of government performance evaluation through being embedded in the whole process of performance evaluation.Big data embedded in the transformation of government performance evaluation represents a new paradigm of performance cognition and practice which is different from the traditional government performance evaluation.
