摘要
[目的/意义]构建突发公共卫生事件中高质量专利快速筛选模型,为应急管理中的大学、科研院所及企业的研发部门提供快速、准确、有效的专利文献支撑服务。[方法/过程]以帕累托法则为理论基础建立高质量专利快速筛选模型,并通过德尔菲法确定了4个一级指标和11个二级以及每个指标相应的分数,构建了新授权和新公开高质量发明专利筛选指标体系,进一步使用Kendall系数对上述指标体系的评分结果进行理论验证。[结果/结论]对新授权和新公开高质量发明专利筛选指标体系的验证结果表明,该指标体系的评分结果与Innography专利强度间存在着显著的一致性关系,相关系数值为0.308,并且呈现出0.05水平的显著性。
[Purpose/significance]The paper is to build a high-quality patent rapid screening model in public health emergencies to provide rapid,accurate and effective patent document support services for universities,scientific research institutes and R&D departments of enterprises in emergency management.[Method/process]The paper establishes a high-quality patent fast screening model based on Pareto Principle,determines 4 primary indicators and 11 secondary indicators and the corresponding scores of each indicator by Delphi method,constructs the new authorized and newly disclosed high-quality invention patent screening index system,and further uses the Kendall coefficient to theoretically verify the scoring results of the above index system.[Result/conclusion]The verification results of the screening index system for newly authorized and newly disclosed high-quality invention patents show that there is a significant consistency between the scoring results of the index system and the patent strength of Innography,with a correlation coefficient of 0.308 and a significance of 0.05.
