我国奶牛保险承保特点与优化

Characteristics and optimization of dairy cattle insurance underwriting in China

奶牛保险承保是奶牛养殖风险评估,保险公司接受投保、承担风险并按监管要求规范经营行为的过程,也是养殖场(户)与保险公司达成保险合同、形成保险关系的开始。高质量的承保是奶牛保险稳定运营、保障奶牛保险高质量发展的基础。为进一步认知我国奶牛保险承保制度、促进奶牛保险高质量转型发展,笔者着重从奶牛保险承保条件的确定及保险标的识别两方面对我国奶牛保险承保特点及面临的挑战进行系统分析与总结。结果表明:我国奶牛保险政策在奶牛的品种、畜龄、健康及免疫情况等方面设置了明确的承保条件,并且实际经营中常采用影像识别法和标签识别法进行奶牛保险标的识别,但仍面临着承保条件难以有效确定、保险标的难以准确识别、承保人力与物力难以“保质保量”配给的挑战。鉴于此,笔者从强化合规意识、提升服务能力、降低合规成本等角度提出完善我国奶牛保险承保制度、促进奶牛保险高质量发展的政策建议。

Dairy cattle insurance underwriting is the process of dairy cattle breeding risk assessment and the process of insurance companies’ s accepting insurance, assuming risks and standardizing business according to regulatory requirements, but also breeding farms(households) and insurance companies to achieve insurance contracts, the formation of insurance relations. High quality insurance is the basis for the stable operation and high-quality development of dairy cattle insurance. In order to further understand the dairy cattle insurance underwriting system in China and promote the high-quality transformation and development of dairy cattle insurance, the author systematically analyzed and summarized the underwriting characteristics and challenges of dairy cattle insurance in China from two aspects: the determination of underwriting conditions of dairy cattle insurance and the identification of insurance subject matter. The results showed that the insurance policy of dairy cattle in China set clear underwriting conditions in the aspects of breed, age, health and immunity of dairy cattle, and the identification of insurance subject matter of dairy cattle by image recognition and label recognition were often used in the actual operation. However, the insurance company still faced the challenges of difficulties to effectively determine underwriting conditions, to accurately identify the subject matter of insurance, and the difficulty to “guarantee quality and quantity” allocation of underwriting manpower and material resources. In view of this, from the perspective of strengthening legal compliance awareness, improving service capacity and reducing legal compliance cost, some policy suggestions were put forward to improve the dairy insurance underwriting system and promote the high-quality development of dairy insurance in China.
