配电网调度智能电话指挥平台的研究和应用

Research and Application of Intelligent Telephone Command Platform for Distribution Network Dispatching

配电网调度机构在组织、指挥和协调配电网运行操作和故障处置时,调度电话是一种主要形式和重要手段。但随着电网的建设和发展,以及电网管理水平的提升,调度业务量与信息量剧增,传统的调度电话系统难以满足工作需求。文章研究了新的调度智能电话指挥平台,以数字化手段融合的传统调度电话系统、配网OMS等功能,该平台主要实现调度对象受令资格管理,调度电话与调度事件智能关联并可视化展示,来电智能分区推送,调度电话IVR,来电排队取号等功能。

Dispatching telephone is a main form and important means for distribution network dispatching organization to organize, direct and coordinate the operation and fault disposal of distribution network. However, with the construction and development of power grid, as well as the improvement of power grid management level, the amount of dispatching business and information increases sharply, so the traditional dispatching telephone system is difficult to meet the work needs. This paper studies a new dispatching intelligent telephone command platform, which integrates the functions of traditional dispatching telephone system and distribution network OMS by digital means. The platform mainly realizes the functions of dispatching object qualification management, dispatching telephone and dispatching event intelligent association and visual display, call intelligent partition push, dispatching telephone IVR, call queuing number and so on.
