Political Subject,Operation Evaluation and V alue Pursuit:The Transcendence of the Concept of People's Democracy in the Whole Process

全过程人民民主一方面是对我国现行民主机制的概括,另一方面也指明了必须长期坚持、发展的重要政治发展方向,其在理念上呈现出对西式民主的三重超越:在政治主体上用“人民民主”超越“公民民主”,强调人民的整体性与能动性,以发展的视角、关系的视角来理解社会;在运行评价上用“全过程民主”超越“选举民主”,以逻辑过程的闭环和时间过程的延展实现对程序合法与结果正义的双重追求,通过树立目标、团结奋斗开辟出全新的社会发展路径;在价值追求上用“实质自主”超越“自由民主”的“形式自由”,既强调自由的权利又注重实现自由的能力,让权力服务于国家建设、民族复兴,为“人民当家作主”提供支持。全过程人民民主为中国社会主义民主政治提供理论自信,为人类文明新形态提供中国政治方案。

On the one hand,people’s democracy in the whole process was a summary of China's current democratic mechanism,on the other hand,it also pointed out the important political development direction that must be adhered to and developed for a long time,which presented a triple transcendence of western style democracy in concept.On the political subject,“people's democracy”surpassed“citizen democracy”.It emphasized the integrity and initiative of the people and understood the society from the perspective of development and relationship.In terms of operation evaluation,it used“whole process democracy”to surpass“election democracy”,which realized the dual pursuit of procedural legitimacy and result justice with the closed loop of logical process and the extension of time process.It opened up a new path of social development by setting goals and working together.In the pursuit of value,“substantive autonomy”surpassed the“formal freedom”of“freedom and democracy”.It not only emphasized the right of freedom,but also paid attention to the ability to realize freedom,so as to make power serve national construction and national rejuvenation and provided support for“the people being the masters of the country”.People’s democracy in the whole process provides theoretical self-confidence for China’s socialist democratic politics and a Chinese political scheme for the new form of human civilization.
