培育公共精神:化解乡村社会治理困境的内生路径

Cultivating Public Spirit:An Endogenous Path to Resolve the Dilemma of Rural Social Governance

从公共精神视角研究乡村社会治理,看似一个较为微观的问题,但实际上却折射出乡村社会面临的现实困境。就现阶段乡村社会而言,公共精神不仅关系到如何动员农民参与公共事务和公共活动,如何将分散的农民组织起来的现实问题,而且也关系到以产业兴旺、乡风文明、生态宜居、治理有效和生活富裕为总要求的乡村振兴战略的实施和基层治理现代化的成败。因而,如何培育现代乡村公共精神,用之化解乡村社会治理中存在的集体行动困境,是当前中国乡村社会亟待解决的现实问题,也是进一步提升基层治理能力、构建国家治理体系现代化的重要内容。

Studying rural social governance from the perspective of public spirit seems to be a relatively micro problem, but in fact it reflects the practical difficulties faced by rural society. As far as the current rural society is concerned, the public spirit is not only related to the practical problems of how to mobilize farmers to participate in public affairs and public activities and how to organize scattered rural areas, but also related to the implementation of the Rural Revitalization Strategy and the success or failure of the modernization of grass-roots governance with the general requirements of industrial prosperity, rural civilization, ecological livability, effective governance and affluence. Therefore, how to cultivate the modern rural public spirit and use it to solve the collective action dilemma in rural social governance is not only a practical problem to be solved in China’s rural society, but also an important content to further improve the grass-roots governance ability and build the modernization of the national governance system.
