国土空间规划体系下实用性村庄规划编制路径——基于规划从业者视角的系统分析

Compiling Path of Practical Village Planning under Territorial Spatial Planning System--Systematic analysis from the perspective of planning practitioners

国土空间规划体系下,村庄规划作为“五级三类”的重要组成部分,纵向贯穿于市、县、镇(乡)级国土空间规划的全过程,横向承担着城镇开发边界外乡村地区详细规划的重任。机构改革部门重构后,村庄规划的实用性备受关注,但更多的是聚焦于某一个方向的研究,缺少从规划编制层面进行系统全面的阐述。文章以江苏溧阳桥西村村庄规划为例,从一个规划从业者的视角出发,聚焦村庄规划编制的全过程,面向前期调研、方案编制、备案入库等阶段,系统分析国土空间规划体系下实用性村庄规划编制的路径,希冀于为相关规划从业者提供经验参考。

In the context of the territorial spatial planning system,village planning,as an important part of"five levels and three categories",runs vertically through the whole process of territorial spatial planning at the municipal,county and town(township)levels,and horizontally undertakes the important task of detailed planning of rural areas outside the boundary of urban development.After the restructuring of institutional reform departments,the practicability of village planning has attracted much attention,but it is more focused on a certain direction,and lack of systematic and comprehensive elaboration from the planning compiling level.Taking the village planning of Qiaoxi village in Liyang City of Jiangsu Province as an example,from the perspective of a planning practitioner,this paper focuses on the whole process of village planning preparation,and systematically analyzes the compiling path of practical village planning under the territorial spatial planning system for the stages of preliminary investigation,scheme preparation,filing and warehousing,hoping to provide reference for relevant planning practitioners.
