Quality Evaluation of Local Intra-party Laws and Regulations——Taking Guangdong as an Example

地方党内法规立规质量评估是完善党内法规建设的重要内容,首先应确立评估主体。外部评估主体能够满足专业性、独立性、技术性和时间性要求,当据主导地位;而内部评估主体既有优势也有不足,须应辅助配合。同时,吸收各级党组织和党员参与评估也是党内法规立规质量评估不可缺少的重要力量。

The quality evaluation of local intra-party laws and regulations is an important part of improving the construction of intra-party regulations.So the subjects of evaluation should be established clearly.The external evaluation should meet the requirements of specialiation,independence,technicality and timeliness,which is in a dominant position.The internal evaluation has both strengths and weaknesses,and should be assisted and supplemented with external evaluation.Additionally,the party organizations and party members who are participating in the evaluation are indispensable forces in the evaluation of the quality of internal party regulations.
