强化源头保护 扎实推进南水北调后续工程高质量发展

Strengthening source protection,solidly promoting the high-quality development of the follow-up project of the South-to-North Water Transfer Project

南水北调工程事关战略全局、事关长远发展、事关人民福祉。千里调水,源头是重点,为确保“一泓清水北上”,河南省深入贯彻落实习近平总书记在推进南水北调后续工程高质量发展座谈会上的重要讲话精神,切实提高南水北调中线工程对河南省高质量发展重大意义的认识,坚持节水优先、优化水资源配置体系,实施防洪保安工程、完善流域防洪减灾体系,推进调蓄工程建设、完善供水保障体系,加快构建“三横一纵”的兴利除害现代水网,高质量推进南水北调中线后续工程建设。河南省的生动实践为确保国家水安全提供坚实支撑。

The South-to-North Water Transfer Project is closely related to our national strategic development,and it has everything to do with our long-term development and people’s well-being.Protecting the source of water is the key for this project.Henan Province thoroughly implements the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Promoting High-quality Development of the Follow-up Project of the South-to-North Water Transfer Project,and deeply understands the significance of the Project for the high-quality development of Henan Province.It adheres to prioritizing water conservation,optimizes the water resources allocation system,implements flood prevention projects,enhances flood prevention and disaster reduction system in the Yellow River basin,promotes the construction of water regulation and storage projects,and improves the water supply guarantee system.In the meantime,it strives to accelerate the construction of a modern water network consisting of three horizontal riversand one vertical canal(namely the main reaches of the Yellow River,Shaying River and Huai River,and the main canal of the South-to-North Water Transfer Project),and promotes the construction of follow-up projects of the Middle Route of the South-to-North Water Transfer Project with high quality.The practice of Henan Province provides solid support for ensuring national water security.
