我国非常规水源利用现状、问题和发展对策

The present situation, problems and countermeasures for non-conventional water resources utilization in China

非常规水源作为常规水源的重要补充,对缓解水资源供需矛盾、提高区域水资源利用效率具有重要作用。文章在系统分析我国非常规水源利用现状、主要特点和主要利用模式基础上,针对当前非常规水源利用在法规制度、标准规范、统计口径、激励机制、配套管网建设、公众利用意识等方面存在的问题,提出健全法律法规、统筹顶层设计、健全标准体系、激发内生动力、强化监督管理和提升公众意识等对策措施,以促进非常规水源的开发利用。

As an important supplement to conventional water sources, the non-conventional water sources play an important role in alleviating the contradiction between water supply and demand and improving the utilization efficiency of water resources.Based on the current situation, characteristics andutilization modes of non-conventional water source utilization in China, this paper summarizes problems existing in current unconventional water source utilization in terms of laws and regulations, standards and specifications, requirements on statistics, incentive mechanisms, supporting pipeline construction and public utilization awareness. Then it proposes countermeasures for promoting the development and utilization of non-conventional water sources, including improving laws and regulations, coordinating top-level design, improving standard system, stimulating endogenous demand, strengthening supervision and management and enhancing public awareness.
