关于设定用水许可的探讨

Disscussion on setting water permits

目前,取用水管理相关法律政策在外调水的供用水管理和从输水管网取用水管理方面存在管控力度不足的问题,使得在城市的水资源管理中难以实现水资源开发利用总量的有效管控。对此,本文围绕设定用水许可这一路径展开讨论,分别从中央改革方向、法律依据和实践基础三个层面,对其可行性和设定困难进行了分析和探讨,通过提出设定用水许可的若干条路径,为后续研究提供思路与建议。

At present,the laws and policies related to water intake and use management fail to effectively manage and control the supply and use of water transferred from other sources,as well as intake and use of water from water transmission networks.Therefore,it is difficult to effectively control the total amount of water resources development and utilization in urban water resources management.In this regard,this paper focuses on setting water permits,and analyzes its feasibility and difficulties from three aspects:the direction of reform,legal basis and practical basis.Several paths of setting water use permits are put forward to provide ideas and recommendations for follow-up research.
