坚定不移贯彻落实“十六字”治水思路全面提升黄河流域水安全保障能力

Implementing Xi Jinping's water governance concept for comprehensively improving the supporting capability of water security of the Yellow River basin

习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路和关于治水重要讲话指示批示,为解决我国复杂水问题,实现水利高质量发展提供了科学的思想武器、根本遵循和行动指南。水利部黄河水利委员会沿着习近平总书记指引的方向,扎实做好黄河流域水安全保障顶层设计、发挥水沙调控综合效益、促进水资源节约集约利用、持续复苏河湖生态、提升流域治理能力等工作,推进黄河保护治理取得了显著成效。从坚持和落实节水优先方针,坚持人口经济与资源环境相均衡的原则,坚持全要素、全领域统筹推进系统治理,坚持充分发挥市场和政府的作用等4个方面把准贯彻“十六字”治水思路的方向方法。坚定不移贯彻落实“十六字”治水思路,突出重点加强黄河流域水利基础设施建设、着眼全面提升黄河流域水安全保障能力、创新思维深化黄河流域水利改革发展,深入推动黄河流域生态保护和高质量发展。

General Secretary Xi Jinping's water governance concept of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market”,and his important speeches and instructions on water governance are a fundamental and scientific guide for solving China's complex water problems and achieving high-quality development of water conservancy.Under the guidance of Xi Jinping's water governance concept,Yellow River Water Conservancy Commission,Ministry of Water Resources has been striving to improve top-level design of water security in the Yellow River basin,give full play to the comprehensive benefits of water and sand regulation,promote the conservation and intensive utilization of water resources,recover the ecology of rivers and lakes,and improve the capability of river basin governance.Thanks to these efforts,remarkable results have been achieved in the protection and governance of the Yellow River.We earnestly put into place Xi Jinping's water governance concept by prioritizing water conservation,balancing population,economy with resources and environment,promoting integrated governance,and giving full play to the role of the market and the government.We unswervingly implement Xi Jinping's water governance concept,strengthen water infrastructure construction,improve water security capabilities,innovate reform and development of water conservancy,with the aim of enhancing ecological protection and high-quality development of the Yellow River basin.
