湖南省农村水利投资效率研究

Research on the efficiency of rural water conservancy investment in Hunan Province

农村水利是农业经济发展的命脉。文章选湖南省农村水利作为研究对象,探讨投入-产出的效率问题。搜集了湖南省2005-2019年的农村水利投资投入-产出的历史数据,利用数据包络分析法(DEA)进行实证分析,测算出湖南省近15年的农村水利投资效率并进行效率分析,对投入冗余和产出不足进行数据分析,结合当前全省农村水利投资的现状,总结投资无效单元存在的主要问题。提出提高湖南省农村水利投资效率的对策:适当调整农村水利资金的投入;增加农田水利的投入;优化农村水利投入资金的管理;调整农村水利投资的主体;发展农业提高第一产业生产总值。

Rural water conservancy is the lifeblood of agricultural economic development.This paper selects rural water conservancy in Hunan Province as the research object,and discusses the efficiency of input-output.It collects the historical input-output data of rural water conservancy investment in Hunan Province from 2005 to 2019,and makes an empirical analysis by using data envelopment analysis(DEA).Based on this,this paper calculates the efficiency of rural water conservancy investment in Hunan Province in recent 15 years,and analyzes the data of input redundancy and insufficient output.With the current situation of rural water conservancy investment in the whole province taken into consideration,this paper summarizes the main problems of ineffective investment units,and puts forward countermeasures to improve the efficiency of rural water conservancy investment in Hunan Province.These includeadjusting investment of rural water conservancy funds,increasing investment in farmland water conservancy,optimizing management of rural water conservancy investment funds,adjusting the main entities of rural water conservancy investment,and further developing agriculture to increase the first GDP.
