山东省临沂市农业节水灌溉发展的实践与研究

Practice and research on development of agricultural water-saving irrigation in Linyi City,Shandong Province

农业是用水大户,如何发挥农业节水灌溉发展潜力是目前的现实与热点问题。文章通过对临沂市平原区、山区、丘陵区典型县区的实地调研,分析总结临沂市农业节水灌溉发展模式、建设发展中存在的突出问题,提出目前农业节水灌溉发展需要统筹考虑技术、规划、政策、管理、资金、使用等众多要素,大力实施大型灌区斗农渠等末级渠系配套工程和中小型灌区节水改造工程;加强技术指导,重视建后管理;制定农业灌溉用电用油优惠政策、农业灌溉用水补贴政策;强化用水管理,加大节水投入等5项具体的政策措施建议,以期推进全市农业节水灌溉的稳步发展。

Agriculture is a big water user.How to give play to the potential of agricultural water-saving irrigation is a hot topic with important relevance.Through field researches of typical counties and districts in the plain area,mountainous area and hilly area of Linyi City,this paper analyzes and summarizes the problems in the development mode of agricultural water-saving irrigation and construction in Linyi City.It proposes that the current development of agricultural water-saving irrigation needs to consider such elements as technology,planning,policy,management,fund,and use.Projects should be constructed including supporting projects of the last-level canal system in large irrigation areas and the water-saving transformation projects in small and medium-sized irrigation areas.Technical guidance should be enhanced,and priority should be given to post-construction management.Preferential policies for the use of electricity and oil for agricultural irrigation and subsidy policies for agricultural irrigation water shall be formulated.Water management shall be strengthened and water-saving inputs increased.These recommendations are put forward in order to promote the steady development of the city's agricultural water-saving irrigation.
