基于层次分析法的乡村电气化指数评估

摘要 在制定乡村振兴相关举措以及对乡村振兴策略实施效果进行评估的过程中,常难以用单一片面的数据进行分析,无法提供精准的数据支撑。针对该问题,本文主要利用电力侧数据,真实有效地对乡村现状进行评估,从而反映乡村电气化水平。本文主要采用数据清洗以及层次分析法相结合的方式,构建乡村电气化指数分析模型。数据清洗主要对各渠道历史数据进行处理,打破系统之间的壁垒,建立各系统数据之间的联系;层次分析法则是从供电能力、民生用电、产业发展、绿色用电、用电服务五个维度,22个指标,33个数据因子出发,构建一种科学、有效、量化的价值评定方法,最终形成乡村电气化指数,实现区域、乡镇、乡村三个不同层级的乡村现状评估。最终的模型于相关试点区域进行应用,具有一定指导支撑作用。 In the process of developing rural revitalization-related initiatives and evaluating the effectiveness of rural revitalization strategies,it is often difficult to use a single one-sided data analysis,resulting in the inability to provide accurate data support.Aiming at this problem,this paper mainly uses the power-side data to evaluate the current situation of the countryside in a real and effective manner,so as to reflect the level of rural electrification.The combination of data cleaning and analytic hierarchy process is mainly used to construct the rural electrification index analysis model.The data cleaning mainly deals with the historical data of each channel and breaks down the barriers between the systems.The analytic hierarchy process is based on the five dimensions such as power supply capacity,resident livelihood power consumption,industrial development,green power consumption and power consumption service,22 indicators and 33 data factors.A scientific,effective and quantitative evaluation method is constructed to form the rural electrification index,which can be used to evaluate the current situation of villages at three levels:region,town and village.It is instructive and supportive to some extent to apply the final model in relevant pilot areas.
