城市区级装配式建筑产业链需求引导政策对比分析

Comparative analysis of demand guidance policies for urban district-level prefabricated building industry chain

大力推进装配式建筑发展日益成为建筑业转型创新升级发展的主要载体。城市各区是各级城市组织和实施装配式建筑发展的基本单元。聚焦于我国装配式建筑发展区级第一梯队的南京市江宁区和常州市武进区,对区级层面装配式建筑发展进行系统化的案例对比分析,探究装配式建筑需求引导政策在区级层面的激励效果及装配式建筑项目和产业发展之间的互动关系。并结合系统动力学佐证了相关政策对两区装配式建筑占比提高以及相关部品部件产业链产值增加的重要促进作用。两区有代表性的装配式建筑需求引导政策(主要包括引导产业链构建、协同推进机制、质量追溯机制、“一核引领、全区联动”创新模式以及打造专业人才队伍),为其他区县级层面主管部门发展装配式建筑提供了宝贵的经验借鉴。

Vigorously promoting the development of prefabricated buildings has increasingly become the main carrier of the transformation,innovation and upgrading of the construction industry.District and county are the basic unit in a city to organize and implement prefabricated building development.Focusing on Jiangning District of Nanjing City and Wujin District of Changzhou City which are the first echelon of Chinese prefabricated building development,the systematic case comparison analyses of prefabricated buildings development at the district level were carried out,and the incentive effects of prefabricated building demand guidance policies at the district level and the interaction between prefabricated building projects and industrial development were explored.Combined with system dynamics,the important role of relevant policies in promoting the increase in the proportion of prefabricated buildings in two districts and the increase in the output value of the industrial chain of related parts and components was proved.The representative prefabricated building demand guidance policies in two districts(mainly including guidance on the construction of the industrial chain,collaborative promotion mechanism,quality traceability mechanism,innovative mode of"one core leading,whole region benefits"and building a professional talent team),which provides great reference value for the development of prefabricated building in other counties and districts.
