摘要
为全面评估道路停车泊位利用效能及服务状况,提升道路停车泊位的服务效能和管理水平,文章采用层次分析法和插值函数法相结合构建评估模型,从区域层面和路段层面对道路停车泊位服务效能进行综合评估。建立的评估体系从道路停车泊位运行水平、道路停车泊位经营水平和道路停车泊位服务水平三个方面选取包括道路停车周转率、利用率、日均收入、用工成本、市民满意度等十个评估指标。以浦东新区道路停车泊位为例,通过大数据分析、问卷调查、人工抽查等方式,基于该评估体系,分析浦东新区各条道路停车服务效能情况及存在问题,并提出针对性改善建议,以便加强已有路内停车泊位资源的合理利用并指导路内停车泊位资源的增设、删减及优化管理。
In order to comprehensively evaluate the utilization efficiency and service status of road parking and improve the service efficiency and management level of road parking,this paper uses the combination of analytic hierarchy process and interpolation function method to build an evaluation model to comprehensively evaluate the service efficiency of road parking from the regional and road levels.The established evaluation system selects ten evaluation indicators from three aspects:the operation level of road parking,the management level of road parking and the service level of road parking,including road parking turnover rate,utilization rate,daily average income,labor cost and citizen satisfaction.Taking road parking in Pudong New Area as an example,through big data analysis,questionnaire survey and manual spot check,based on the evaluation system,this paper analyzes the parking service efficiency and existing problems of all roads in Pudong New Area,and puts forward targeted improvement suggestions,so as to strengthen the rational utilization of existing on-road parking space resources and guide the addition,deletion and optimal management of on-road parking space resources.
