上海市道路交通精细化缓拥堵措施研究与实践

Research and practice on refined road traffic congestion mitigation measures in Shanghai

上海城市密集区人口密度高,土地资源有限,通过交通基础设施大拆大建来缓解交通拥堵愈发困难。实施精细化缓拥堵局部改造项目,能以相对较小的成本获得较好的交通改善效果,是城市交通精细化管理的重要措施。该文从供给、需求、限制等方面分析了开展精细化缓拥堵工作的必要性,提出相应的工作总体思路,并结合2021年上海市缓拥堵项目,分析主要措施及实施情况,通过前后对比,评估措施实践成果。

With high population density and limited land resources in the dense urban areas of Shanghai,it is difficult to relieve traffic congestion through the large-scale demolition and construction of transportation infrastructure.The road improvement projects can achieve better traffic improvement effects at a relatively small cost,providing an important measure for refined urban traffic management.This paper first analyzes the necessity of the road improvement projects from the aspects of supply,demand,and restrictions,and puts forward the technical route.Based on the Shanghai congestion mitigation projects in 2021,it analyzes the main measures and implementation,and evaluates the results of the measures in practice.
