摘要
城市老城区功能集聚,人口密度高,停车需求旺盛与历史欠账问题并存,是城市停车矛盾最为突出的区域。基于详实的普查数据,该文首先分析了老城区停车供需矛盾的主要特征,得出老城区停车的主要症结。其次,建立基于时变的停车需求预测模型及老城区停车供给模型,分别提出日间、夜间在总量控制下的停车供给模式和相应策略,并给出该模式下新增停车泊位计算方法。最后,提出老城区停车供给的具体方法并在莆田老城实现落地应用。结果表明,该方法较好地实现了老城停车供给目标,提升了老城出行品质。
Due to the congregated functions and high population density of the old urban area,the strong demand for parking and the problem of historical debt coexist.The old area has become the most prominent conflict area of urban parking.Based on the detailed census data,firstly this paper analyzes the main characteristics of the contradiction between the supply and demand of parking and draws the main crux of the parking in the old area.Secondly,a time-varying parking demand prediction model and a parking supply model in the old area are established.The parking supply mode and corresponding strategy under total amount control during daytime and nighttime are proposed respectively,and the calculation method of newly added parking spaces in this mode is given.Finally,the specific countermeasures of parking supply in the old area are put forward and applied in the old area of Putian.The results show that this method can achieve the goal of parking supply in the old area and improve the travel quality of the old area.
