区域科技创新规划中重点领域的关键技术路线图研究

摘要 技术路线图是一种高效的战略管理与规划方法。以技术路线图为依托,识别产业发展的关键技术、助力区域科技创新规划部署,是提高区域自主创新能力、加速实现科技支撑引领区域高质量发展的重要途径。文章阐述了技术路线图的概念与特征、作用和绘制流程,详细说明了技术路线图在青海省“十四五”科技创新规划编制中重点领域的应用实践过程和结果,并给出了技术路线图支撑区域科技创新规划编制的研究范式,能够为其他区域、产业的科技创新规划编制提供有价值的借鉴和重要的参考。 Technology roadmap is an efficient method of strategic management and planning.Based on the technology roadmap,identifying critical technologies for industrial development,and assisting planning and deployment of regional science and technology(S&T)innovation are important to improve regional independent innovation capabilities and accelerate the realization of S&T support to lead high-quality regional development.In this paper,firstly,the concept,characteristics,function,and drawing process of the technology roadmap are presented.Subsequently,the practical application process and results of the technology roadmap in the priority fields of Qinghai Province’s“14th Five-Year Plan”S&T innovation planning are elaborated.The research paradigm for supporting the preparation of the regional planning for S&T innovation by using technology roadmap is given,which can provide valuable and important references for the preparation of S&T innovation planning in other regions and industries.
