Safety Management of Large-scale Sports Events under Heinrich Accident Causation Theory——Take Baiyin Cross Country Race Accident as an Example

运用海因里希事故致因理论,以白银越野赛事故为例,研究大型体育赛事的安全管理问题。从人的不安全行为和物的不安全状态两个方面,梳理大型体育赛事安全管理存在的问题,主要表现为:相关部门的安全监管不足,组织者的准备工作不充分,参赛者的安全意识不强;自然环境存在安全隐患,活动地点具有风险性,赛事保障条件不够充分。提出以下对策:强化政府的安全监管,提高组织者的运营管理能力,增强参赛者的安全意识;重视自然环境,筛选合适地点,核查保障情况。

Based on Heinrich’s accident causation theory, the paper studies the safety management of large-scale sports events with the Baiyin cross-country race as an example.The paper combs the problems existing in the safety management of large-scale sports events from two aspects of people’s unsafe behavior and unsafe material state.The problems include that the safety supervision of relevant departments is insufficient, the preparation of organizers is insufficient, and the participants’ safety awareness is not high;There are potential safety hazards in the natural environment, the location of the event is risky, and the guarantee conditions for the event are insufficient.The paper proposes to strengthen the safety supervision of the government, improve the operation and management ability of the organizers, and enhance the safety awareness of the participants;Pay attention to the natural environment, select suitable sites and check the guarantee conditions.
