共同富裕视角下缩小城乡差距的公共服务体系研究

Research on Public Services to Narrow the Gap Between Urban and Rural Areas from the Perspective of Common Prosperity

缩小城乡差距有利于补齐共同富裕的农村发展短板,同时缩小城乡公共服务差距是实现共同富裕的关键环节。浙江省一直以来致力于缩小城乡公共服务差距,在农村税费改革、美丽乡村建设、教育均衡、医疗资源下沉、农村文化建设方面都取得了优异的成绩。共同富裕示范区的建设对浙江省缩小城乡公共服务差距提出了新的要求。针对城乡优质资源分配不均、城乡经济发展不均衡,农民收入增长乏力、公共财政投入机制不健全,村集体经济薄弱、农村人才缺乏等问题,需要浙江省以创新推进共同富裕为导向建设新型城乡公共服务体系,改革和完善城乡公共服务提供方式,发挥数字化发展优势,赋能城乡公共服务高质量建设。

Narrowing the gap between urban and rural areas is conducive to complement the rural development of common prosperity,while narrowing the gap between urban and rural public services is a key link to achieve common prosperity.Zhejiang province has been committed to narrowing the gap between urban and rural public services,and has made outstanding achievements in rural tax reform,beautiful village construction,balanced education,medical resources sinking,and rural cultural construction.The construction of demonstration zone for common prosperity has put forward new requirements for Zhejiang province to narrow the gap between urban and rural public services.In view of the uneven distribution of high-quality resources in Zhejiang province,unbalanced economic development between urban and rural areas,unstainable increase of farmers'income,unsound of the fiscal input mechanism,weak of the village collective economy,and the lack of rural talent,it is needed to innovate the mode to promote common prosperity oriented in Zhejiang province for the construction of new urban and rural public service system,reform and improve the urban and rural public service delivery,give full play to the digital development advantages in Zhejiang province for enabling high-quality development of urban and rural public services.
