“时间银行”互助养老模式存在的问题及对策建议

Problems and Countermeasures of the "Time Bank" Mutual Pension Model

“时间银行”互助养老模式既是我国养老体系中的一个重要组成部分,也是应对我国日益严重的人口老龄化的重要手段。我国的“时间银行”互助养老还处于初步发展阶段,目前主要是在一些比较发达的城市中开展试点实践,还没有完全在全国范围内进行大规模运行。这种新型的养老模式自身具备一些优势,但是在发展的过程中也不尽如人意。本文以哈尔滨市平房区“时间银行”互助养老为例,深入分析其在发展过程中存在的一些问题,例如政策法规不够完善、社会力量参与不足、社会公众认知度尚需提升等,并对这些问题提出了有针对性的对策建议,例如完善政策法规、鼓励社会力量参与、提高公众认知度等,以推动我国“时间银行”互助养老模式健康可持续发展。

The " time bank" mutual aid pension model is not only an important part of my country’s pension system, but also an important means to deal with my country’s increasingly serious population aging. my country’s "time bank" mutual assistance pension is still in the initial stage of development. At present, it is mainly carried out in some relatively developed cities as a pilot practice, and has not been fully implemented on a large scale nationwide. This new type of pension model has some advantages in itself, but it is not satisfactory in the process of development. This paper takes the " time bank" mutual pension in Pingfang District of Harbin as an example, and deeply analyzes some problems existing in its development process, such as insufficient policies and regulations,insufficient participation of social forces, social public awareness still needs to be improved, etc. These problems put forward targeted countermeasures and suggestions, such as improving policies and regulations, encouraging social forces to participate, raising public awareness, etc., in order to promote the healthy and sustainable development of my country’s " time bank" mutual aid pension model.
