农业保险对农业产出及效率的影响--基于京津冀地区的实证分析

Effects of Agricultural Insurance on Agricultural Output and Efficiency:Based on the Empirical Analysis of the Beijing-Tianjin-Hebei Region

京津冀地区农业及农业保险协同发展已经成为京津冀协同发展战略的重要组成部分。以京津冀地区13个城市面板数据为基础,实证分析了京津冀地区农业保险密度对农业产出及农业全要素生产率的影响效应,根据农业产值将样本分为高水平组和低水平组并进行分组回归。分析表明:在农业保险对农业产出的影响效应中,农业保险密度对农业全要素生产率及农业产出均发挥正向的调节作用,农业保险密度对农业全要素生产率的影响因素中,与农业技术进步指标体现出正相关关系,与农业技术效率指标无显著关系。高产值组和低产值组在指标中表现出稳健性,但弹性系数不同。建议扩大农业保险范围,创新产品模式,针对不同产值地区采取不同的发展策略,加快数字化经营转型并通过再保分散风险。

The coordinated development of agriculture and agricultural insurance in Beijing-TianjinHebei region has become an important part of the coordinated development strategy of Beijing-Tianjin-Hebei region.Based on the panel data of 13 cities in The Beijing-Tianjin-Hebei region,this paper empirically analyzes the impact of agricultural insurance density on primary industry output and agricultural total factor productivity in the beijing-Tianjin-Hebei region,and makes high-low level group regression based on the output value of primary industry.Analysis shows that the influence of the agricultural insurance of agricultural output effect,the density of insurance to the agricultural total factor productivity and output all play a positive role in regulating the industry,agricultural insurance density on the impact of total factor productivity of agriculture,and is related to the level of agricultural technology progress and no significant relationship with the agricultural technology efficiency level.The high output value group and low output value group show robustness in the index,but the elasticity coefficient is different.It is suggested to expand the scope of agricultural insurance,innovate the product model,adopt different development strategies for different output value regions,digital management and disperse risks through reinsurance.
