西藏经济高质量发展路径研究

Study on high quality development path of Tibet economy

西藏与全国一道已如期实现全面小康,开启了全面建设社会主义现代化国家新征程。新发展阶段,西藏既面临和全国相同的主要矛盾,又具有自身作为边疆民族地区的特殊矛盾,经济社会发展处于“五期叠加”阶段。文章利用西藏自治区第四次全国经济普查数据进行分析,通过构建指标体系对西藏经济发展质量进行测度,作为衡量西藏经济发展质量的参考。认为应立足区情实际,探索自身发展规律,贯彻新发展理念,壮大主导产业,培育新兴产业,提升传统产业,发展现代服务业,抢抓数字经济机遇,推动创新驱动、区域协调、绿色发展、开放合作、改善民生,才能实现更有效率、更加公平、更可持续的高质量发展。

Tibet,together with the whole country,has achieved a well-off society in an all-round way as scheduled and started a new journey of building a modern socialist country in an all-round way.In the new stage of development,Tibet not only faces the same major problems as the rest of the country,but also faces special problems as an ethnic minority area in the border area,its Economic and social development is superimposed in"Superposition of five phases".This paper analyzes the data of the fourth national economic census in Tibet Autonomous Region,and measures the quality of Tibet's economic development by constructing an index system,which is a reference to measure the quality of Tibet's economic development.It holds that Tibet should base on local conditions,explore the law of its own development,implement the new development concept,strengthen leading industries,cultivate emerging industries,upgrade traditional industries,develop modern service industry,and seize the opportunities of the digital economy.Only by promoting innovation-driven,coordinated regional development,green development,opening-up and cooperation and improving people's livelihood can Tibet achieve high-quality development that is more efficient,equitable and sustainable.
