超大城市纵向政府间职责配置的调整及其动力机制研究

Research on the Adjustment of the Responsibility Allocation between the Vertical Governments in Big Cities and Its Dynamic Mechanism

新时代市域社会治理现代化,是当前和今后一个时期亟待研究和探索的重要理论课题和实践命题。我国超大城市纵向政府间的职责配置,并非完全的“职责同构”,不同职责在不同层级政府之间的配置是动态调整的。结合治理单元规模合理化的经济效率和中央、地方与民众三层互动关系变化的政治逻辑的二维框架,研究发现在城市开发建设阶段,我国超大城市纵向政府之间形成的是经济发展职责下沉、社会治理职责上移的配置逻辑。随着社会主要矛盾的变化,城市治理面临深刻的转型。在迈入城市精细化管理阶段后,超大城市纵向政府之间的职责配置进一步作出调整,即经济发展职责上收,社会治理职责下沉。

The modernization of urban social governance in the new era is an important theoretical and practical topic that needs to be studied and explored urgently at present and in the future.The allocation of responsibilities among vertical governments in big cities is not completely“isomorphic responsibility”.The allocation of different responsibilities among different levels of government is dynamically adjusted.Combining the two-dimensional framework of the economic efficiency of the rationalization of the governance unit scale and the political logic of the three-tier interaction between the central,local,and people,the study found that in the urban development and construction stage,the vertical government of my country's large cities has formed a sinking of economic development responsibilities.The configuration logic of the upward shift of social governance responsibilities.With the changes in the nature of the main social contradictions,urban governance is facing a profound transformation.After entering the stage of refined urban management,the allocation of responsibilities among vertical governments in big cities has been further adjusted,that is,the responsibilities of economic development have increased,and the responsibilities of social governance have decreased.
