社会信用合作治理体系的构建——基于数据开放的视角

Construction of Social Credit Cooperative Governance System--From the Perspective of Data Openness

社会信用合作治理的关键在于信用数据共享,然而当前信用数据大多是掌握在政府部门,共享机制匮乏使得该领域的共建共治进展缓慢。本文在将数据开放与信息公开进行对比的基础上,发现数据开放能够通过促进更多数据资源的流动与共享、更多主体的参与合作、更多需求与价值的实现等机制,为社会信用的合作治理提供“助推剂”。然而,要将该领域的合作治理推向深处,政府的引领和监管、信用服务机构的专业能力、行业协会的规范引导以及公众的参与等都至关重要。只有各主体积极联动、密切配合,社会信用体系建设才能迈入新阶段。

The key to cooperative governance of social credit system lies in credit data sharing.At present,most of the credit data is only in the hands of the government,and the lack of sharing mechanism makes the progress of joint construction and joint governance in this field slow.Based on the comparison between data openness and information disclosure,this paper finds that data openness provides a"booster"for the cooperative governance of social credit system by promoting the flow and sharing of more data resources,the participation and cooperation of more subjects,and the realization of more needs and value.However,in order to push the cooperative governance in this field to the depth,the guidance and supervision of the government,the professional ability of credit service institutions,the standardization and guidance of industry associations,and the law-abiding and participation of the public are all very important.Only with the active linkage and close cooperation of all subjects can the construction of social credit system enter a new stage.
