数字治理体系建设:要素、特征与生成机制

The Digital Governance Framework in China: Factors, Structureand Characteristic

数字治理体系建设是治理能力现代化的重要方面。公共数据资源是数字治理的关键要素,新型信息技术是数字治理的主要工具,多主体协同是数字治理的核心特征。数字治理体系建设需要以完备的信息数据库为要素基座,加强政务服务业务联通枢纽建设,强化数字政府客户端的服务效能。通过对公共数据、网络技术和主体协同三个维度的分析,基于地方政府推进数字治理体系建设的典型项目,本文总结了地方政府探索出的顶层设计机制、政企合作机制和数据驱动机制三种典型模式。加快构建现代化数字治理体系,需要进一步加强数据基座建设,强化技术工具应用,协调不同治理主体有序推进。

The construction of digital governance system is an important aspect of the modernization of governance capacity.Public data resources are the key elements of digital governance,new information technology is the main tool of digital governance,and multi-agent collaboration is the core feature of digital governance.The construction of digital governance system needs to take a complete information database as the element base,strengthen the construction of government service business connection hub,and strengthen the service efficiency of digital government client.Through the analysis of the three dimensions of public data,network technology and subject collaboration,and based on the typical projects of local governments promoting the construction of digital governance system,this paper finds that three typical ways are explored in local governments:top-level design mechanism,government enterprise cooperation mechanism and data-driven mechanism.To accelerate the construction of modern digital governance system,we need to further strengthen the construction of data base,strengthen the application of technical tools,and coordinate the orderly progress of different governance subjects.
