摘要
本文尝试从主体性视角构建人工智能嵌入基层治理风险生成的理论框架,并从该框架的三个风险面分析其风险生成的三大路径,及其主体性丧失、技术治理利维坦、技术哲学与行政价值冲突、责任主体割裂、数据安全隐患、基层社会极化等七个风险点。最后,提出三维风险规避措施:构建基层社会技术治理新模式,发挥人工智能技术的自我治理效能,构建多主体人工智能治理规范机制。
This paper attempts to construct a theoretical framework of risk generation of AI embedded in primary-level governance from the perspective of subjectivity and analyzes the three major paths of risk generation from the three risk aspects of the framework and its seven risk points such as loss of subjectivity,conflict between technical philosophy and administrative values,separation of responsible body,data security risks,and polarization of primary-level society.Finally,three-dimensional risk avoidance measures are proposed:building a new model of primary-level social and technological governance,giving full play to the self-governance effectiveness of AI technology,and building a multi-subject AI governance regulatory mechanism.
