长三角区域公共体育服务一体化:现实需求、发展目标与推进机制

Realistic Needs,Development Goals and Promotion Mechanism of the Integra-tion of Public Sports Services in the Yangtze River Delta Region

长三角区域一体化发展是我国重要的区域发展战略,是当下社会各界关注的热点议题。本研究采用文献资料、逻辑分析等研究方法,对长三角区域公共体育服务一体化的现实需求、发展目标与推进机制进行分析探讨。研究认为,长三角区域公共体育服务一体化是适应我国社会主要矛盾的内在要求,贯彻新发展理念的客观需要,全面深化体育改革的必然选择,推进落实全民健身国家战略的重要手段;其一体化目标是实现长三角区域公共体育服务高质量发展,具体包含四个递进式目标维度,即统一公共体育服务制度体系、实现资源要素流转顺畅与开放共享、实行地区间公共体育服务互通互认、统筹城乡公共体育服务协调发展;故而需要构建包括统筹协调机制、多元保障机制、共建协商机制、联动供给机制、协同监管机制和评价问责机制在内的推进机制。

The development of regional integration in the Yangtze River Delta is an important national regional development strategy which has become the focus of attention from all walks of life society at present.This research adopts the research methods such as literature method and logical analysis method to analyze and discuss the actual needs,development goals and promotion mechanism of the integration of public sports services in the Yangtze River Delta region.It is believed that the integration of public sports services in the Yangtze River Delta region is to adapt to the internal requirements of the main contradictions in our society,to implement the objective needs of the new development concept,to comprehensively deepen the inevitable choice of sports reform,and an important means to promote the implementation of the national fitness strategy.Its integration goal is to achieve the high-quality development of public sports service resources in the Yangtze River Delta region,which specifically includes four progressive goal dimensions,namely,unify public sports service system,realize smooth and open sharing of resource elements,implement inter-regional mutual recognition of public sports services,and coordinate the development of urban and rural public sports services as a whole.Therefore,it is necessary to construct a promotion mechanism including overall coordination mechanism,multiple guarantee mechanism,co-construction of a consultation mechanism,linked supply mechanism and coordinated supervision mechanism and evaluation and accountability mechanism.
