The Inevitability of a New Pattern of Development:Based on the Perspective of Marx′s Political Economy

十九届五中全会把加快建构以国内循环为主体、国内国际双循环的新发展格局作为重大战略部署加以强调。从马克思政治经济学视角进行考察可知,突出国内循环并非纯粹应对国际挑战的被动反映。在“生产一般”的意义上,实现生产要素在国内的有效循环是经济系统健康发展的基础和前提,也是经济范畴的实质内容。而以资本为纽带构筑的国内循环面临诸多限制,国际循环又潜藏着断裂的风险,资本循环与周转加速会导致世界经济秩序紊乱。新发展格局以内需为出发点构建国内循环秩序,同时加快国内国际循环的有效联动,这既为应对当前国际挑战提出了应对之策,也为重塑当代利益关系,重建经济秩序提供了中国方案。

The fifth Plenary Session of the 19th CPC Central Committee emphasized the importance of accelerating the construction of a new development pattern with domestic circulation as the main body and domestic and international double circulation as a major strategic deployment. From the perspective of Marxist political economy,we can see that highlighting domestic cycles is not a passive reflection of purely responding to international challenges. In the sense of " general production",the effective circulation of factors of production in China is the basis and premise of the healthy development of the economic system, as well as the substantive content of the economic category. However, the domestic circulation built with capital as the link faces many restrictions, the international circulation has hidden risk of fracture, and the acceleration of capital circulation and turnover leads to the disorder of the world economic order. The new development pattern takes domestic demand as the starting point to construct domestic circulation order,and at the same time speeds up the effective linkage of domestic and international circulation. It not only puts forward solutions to contemporary international challenges,but also offers a Chinese Plan to reshape contemporary interests and rebuild the economic order.
